Requirement:
To carry out the purchase of VLE components and the VLE of the Canadian Coast Guard Vessel CCGS Terry Fox in accordance with the technical information detailed in Annex A Statement of Work.
The VLE refit will include:
-the purchase and installation of propulsion machinery equipment (engines, clutches, gearboxes, shaft generators, switchboards, control & alarm systems, etc.);
-assessment and upgrade of propulsion machinery auxiliary systems;
-purchase of other equipment and installation (cranes, fire suppression & detection systems, mooring winches, watertight doors, incinerator, air compressors, ICS, deck machinery, refrigeration plant, air conditioning upgrades, galley equipment, stern thruster motor & starter, spare propellor blades, CPP motors replacement, pumps, sewage treatment system, etc.);
-installation of government supplied new equipment (bubbler compressor, automatic identification system, distance measuring beacon, VHF-DF);
-hull, superstructure & deck, tanks repairs and coatings applications;
-maintenance of the bulwark, bilge, tail shafts, rudder, sea bays/chests, tunnel, etc.; and
-additional work resulting from inspections.
Bidders’ Conference (mandatory):
A bidders’ Conference, chaired by the CA, will be held virtually on December 6, 2021 at 11:00 AM EST.
Site Visit – Vessel (optional):
The viewing will take place on November 30, December 1,2 and 3, 2021 beginning at 8:00 AM NST at the Canadian Coast Guard Base, 280 Southside Road, St John’s, NL A1C5X1.
Bidders must communicate with the CA at least 3 Working Days before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend.
COVID-19 protocols are detailed in RFP Annex W. Bidder are required to wear safety boots.
An electronic version of the Statement of Work Technical Data Package (RFP Annex A- Statement of Work, Appendix A) will be made available upon submission of a completed Non-Disclosure Agreement (RFP Annex S), to be e-mailed to the CA.
The Initial Work Period following contract award, will last at least 14 months (includes procurement of long-lead items, engineering and planning).

Sourcing Strategy:
The sourcing strategy relating to this procurement will be limited to Canadian suppliers, as permitted by the Canadian Free Trade Agreement (CFTA). In line with the Shipbuilding, Repair, Refit, and Modernization Policy (2010-08-16) and with the Buy in Canada Policy, the VLE work must be carried out at a docking facility located in Eastern Canada, that is, in Ontario, Quebec, New Brunswick, Nova Scotia Newfoundland and Labrador and Prince Edward Island.
This procurement includes a mandatory Indigenous Participation Component (IPC) under the Procurement Strategy for Indigenous Business program.
The requirement is subject to the Canadian Free Trade Agreement (CFTA).
The requirement is exempt from the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP) (see Annex 7, General Notes, 1 (a)).
The Phased Bid Compliance Process applies to this requirement.
