Construction update on 34-unit residence in Dawson

The Government of Yukon remains committed to completing the much-needed new 34-unit residence in Dawson; however, additional contamination requiring remediation was found on site, resulting in a project delay until spring 2025.

In 2011, the 14-unit apartment building and single detached house known as the Korbo site or Korbo Apartments were demolished after the discovery of an underground fuel oil leak. Following demolition, the site underwent soil remediation and backfilling and was declared “remediated” and fit for residential construction by a third-party consultant in 2015.

Additional soil sampling and analysis was conducted across the site in late July 2024. All samples were considered clean except for one isolated patch along the lot boundary which had readings above the Contaminated Sites Regulation standards. Further testing since then confirmed the contamination was isolated to the excavation site.

Yukon Housing Corporation is now working to ensure the site is contamination-free before proceeding with construction. Contaminated groundwater on site will be removed and treated before any further work proceeds. Freezing temperatures and restrictions on pumping water in Dawson at this time of year mean there will be a project delay until spring 2025, when remediation work can resume.

The building’s 34 units will comprise studios and units ranging from one to two bedrooms, with eight designated accessible units. This new building will more than double the number of affordable housing units in Dawson and will exceed energy efficiency requirements by 42 per cent, meaning it will use less energy than similar buildings, leading to reduced energy costs and a smaller environmental footprint.

The delivery of this new multi-unit build is guided by the vision of Creating Home, Yukon Housing Corporation’s five-year strategic plan, which aims to bring more affordable housing to all communities while supporting the long-term wellbeing of clients.

  • As of November 6, 2024, there were 17 households on the waitlist for Dawson rent-geared-to-income housing.
  • In June 2024, the corporation completed the tender for construction. Wildstone Construction was awarded the construction contract for $26.2 million.

  • Five compliant bids were received during the value-driven tender process.
  • The initial design contract for $719,398 was awarded to Kobayashi Zedda Architects in August 2023.
  • During the planning and design phase of the project, Yukon Housing Corporation engaged with community partners including Tr’ondëk Hwëch’in First Nation, Klondike Development Organization, City of Dawson and Chief Isaac Inc.
