Minister Louis Sebert designated as oil and gas regulator

YELLOWKNIFE (February 19, 2016) – Premier Bob McLeod announced that Minister of Justice Louis Sebert has been designated as the regulator under the Oil and Gas Operations Act (OGOA). In his capacity as regulator, Minister Sebert will be responsible for regulating onshore oil and gas development outside of the Inuvialuit Settlement Region and federal areas.

“The Government of the Northwest Territories is committed to the implementation of a made-in-the-North regulatory system that facilitates responsible resource development according to the priorities and values of NWT residents,” said Premier McLeod. “This decision reflects our ongoing work to refine and improve responsibilities transferred to the GNWT as part of devolution, while creating clearer separation between economic development and safety and environmental management imperatives.”

The role of the regulator is set out solely in oil and gas legislation and is not influenced by departmental mandates. The Office of the Regulator of Oil and Gas Operations (OROGO) will continue to support the regulator. OROGO decision makers, who are bound by the strict requirements of the legislation and the duty of administrative fairness, will continue to conduct the day-to-day business of regulation.

The Minister of Industry, Tourism and Investment had previously been designated as the regulator under OGOA.
